Part of the problem - at least where I live (Pasadena, CA) - is the number of professional panhandlers who seem to gather on every street corner and freeway on/off ramp. I drive a lot in my job, and I see those same panhandlers making the rounds thoughout the neighboring cities. When I have refered them to our local intake facilities, I just get cussed out. Other people I know have tried to give them food or vouchers, with the same unpleasant response.

Those "professionals" just serve to make the public so cynical that people start to ignore all the homeless. I'll gladly give a homeless teen a $20 for whatever, just so he can get through another day. But for those "professionals" for whom begging is a commercial operation, I will ignore them just as I will ignore any other merchant I care not to do business with.
