		<description><![CDATA[I agree with you here, whole-heartedly. I have heard with my own ears a Christian service provider state that a primary reason someone experiences homelessness is due to their own character flaws...seriously! Here in Upstate SC, homeless service providers and some members of the community have been meeting to deal with a &#039;problem&#039; homeless encampment, i.e., it is located in an area of prime economic development and therefore, must go. However, there is no where for them to go. After nearly a year of &#039;meetings&#039; SCDOT simply introduced (which was subsequently passed) legislation that deems it illegal to camp or cook beside any SCDOT right-of-way. This isn&#039;t constitutional (Pottinger v. Miami, among others) but it doesn&#039;t matter as long as they kick the group out before any legal battles can take place. So, here&#039;s the game I&#039;ve come to discover: contest of non-responsibility. None of the organizations should be held responsible, because they are doing their job as individual shelters or what have you. Defending a lone camp is not in their job description. And no city/township wants to be seen as &#039;nice&#039; to the homeless, because that will just attract more impoverished to our location, or at least that&#039;s what they&#039;re afraid of...but where is the logic in this? Could anyone help with that? If all of the cities are kicking the unsheltered (some might say, Internally Displaced Persons or IDPs - &lt;a href=&quot;http://en.wikipedia.org/wiki/Internally_displaced_person)&quot; rel=&quot;nofollow&quot;&gt;http://en.wikipedia.org/wiki/Internally_displaced...&lt;/a&gt; out, and with no where to go, what in the world are &#039;they&#039; hoping will be the end result? However, I am not convinced that ending chronic homelessness is a priority for some communities and even for some homeless housing officials. 
 
I have often been astonished at the very aggressive level of resistance to some of my initiatives in behalf of chronically homeless, multiply disabled individuals.  Although I have decades of experience as a PhD level rehabilitation psychologist, one housing official even told a disabled, homeless contact of mine to stop listening to me because &quot;...she doesn&#039;t know what she is talking about.&quot;  
 
I have heard a housing official chuckling about an ambulance call regarding a homeless man and others insisting that some people &quot;really want&quot; to live under bridges and in other unsafe places.   
 
I have never met even one chronically homeless person who &quot;wants&quot; to live like that.   
 
Unless attitudes among some agency and some political officials change, we are not likely to ever end chronic homelessness. If there is any kind of conspiracy in services, IMO, it could well be a conspiracy of silence regarding some officials and employees outright and even abusive incompetence.
