		<description><![CDATA[There&#039;s still a problem with going by vulnerability... we are creating a system where people are &quot;not bad off enough&quot; to get the help they need. 
 
There&#039;s not *one* solution. We need to understand &quot;the homeless&quot; as a diverse population with diverse needs. We need to bring back HPRP, to effectively prevent homelessness and bounce people quickly back up into housing before their health and welfare deteriorates. We need to stop defunding transitional programs that give people an intense amount of help, for a little while, because eventually, they can become stable on their own. 
 
And, maybe, we need to look at the &quot;lifetime guarantee&quot; of supportive housing. A non-profit with a government contract has to submit a competitive renewal every 3-5 years; there&#039;s always the chance that they won&#039;t make the cut again, because someone else can outperform them with the same money. What if Section 8 and PSH slots were given for a particular term (which would range depending on the person&#039;s situation... probably 3-10 years) and then, at the end of the term, they were reviewed? If the person&#039;s health and income had improved to the point that they could be stabilized with a lower level of service/subsidy, they&#039;d get transition assistance. If not, they&#039;d get another term. ]]></description>

		<description><![CDATA[ At our homeless shelter system,everybody who shows up at opening time of the shelter has to put their ID into a bag to draw names for a bed and a meal,lunch,and showers.They go til the set capacity stated on the schedule is reached.When site is full,only a meal only is dealt out,maybe a bag lunch to go.There have been complaints filed with this system in the past,but it seems fair to them.I&#039;m not so sure.Where is the money to get out going? ]]></description>
